Six characters, no spaces or dashes: three letters, two digits and a final character, a digit for cars or a letter for motorcycles.

The plate is the identifier, but each registry tells one part

In Colombia the RUNT keeps the vehicle record: make, line, model year, VIN, engine, the SOAT and roadworthiness inspection history and, at the end, what matters to a creditor: the registered liens with the name of whoever holds them and the restrictions on ownership. SIMIT keeps something else: traffic tickets and fines, how much they add up to and what is left to pay. In Peru the information is more spread out: APESEG records the current SOAT certificate, the SBS the claims history of the last five years, SUTRAN the national infractions with their severity, and each province collects its own papeletas (traffic tickets), the SAT in Lima and the Municipalidad in Callao, with the capture orders the SAT de Lima issues on a plate with outstanding debt.

Croma queries each one at the official source at the moment of your request and returns the structured answer by plate: the record, the insurance status, the debts and the measures. A lien in favor of another bank, an expired SOAT, a plate with three cancelled policies or an active capture order change the decision to lend, insure, buy or add to the fleet, and every field arrives with the entity that published it.

The RUNT returns the vehicle record by plate and owner's document: class, make, line, model year, VIN, engine and chassis, transit authority, the SOAT and roadworthiness inspection history required by the Código Nacional de Tránsito (Ley 769 de 2002), the liens with the creditor's name and the restrictions on ownership. SIMIT returns the account statement of tickets and fines by plate or by cédula, with amount payable, discounts, payment agreements and courses, or the paz y salvo clearance.

The SOAT required by Ley 27181 is read from two sources: APESEG returns the certificate with insurer, validity period and status (VIGENTE, VENCIDO or ANULADO); the SBS, the plate's claims history over the last five years and every registered policy. SUTRAN delivers the national infraction record with code, severity and amount in soles. The SAT de Lima answers the debt by DNI, RUC or plate (papeletas, vehicle tax, property tax) and whether a capture order is in force; the Municipalidad Provincial del Callao, its pending papeletas.

The plate on almost every endpoint. The RUNT also asks for the owner's document to return the record; SIMIT accepts plate or cédula; the SAT de Lima, DNI, RUC or plate, because it also collects taxes from individuals. APESEG, SBS, SUTRAN, Callao and the capture orders answer with the plate alone. Each endpoint declares its fields in the OpenAPI.

Yes. The RUNT record ends with the registered liens, with the creditor's name, and the restrictions on ownership. It is the signal a bank checks before accepting the vehicle as collateral and the one a used-car buyer needs before the transfer. If there are none, the field arrives empty from the source, not inferred.

APESEG records the certificates the insurers issue: it tells you whether the plate is covered today, by which company and until when. The SBS, the insurance regulator, consolidates what the companies report to it: how many accidents the SOAT covered in the last five years and every policy with its status, with a monthly cutoff the answer states. To issue or handle a claim you use APESEG; to price risk, the SBS.

Because each one keeps its own registry. SUTRAN oversees land transport across all of Peru and its record does not depend on the province, but it excludes what has already gone to coercive collection. Municipal papeletas are collected by each province: the SAT in Lima, the Municipalidad Provincial in Callao. A plate can come out clean in one and with debt in the other; a fleet that rotates between the two checks all three.

A definitive answer. SIMIT says it outright: paz y salvo, no pending tickets. SUTRAN and Callao return zero rows with the report date; the SAT de Lima reports that no capture order is in force. When the plate does not exist in the registry, found: false. If the source is down, you receive an explicit source-unavailable error, never a false clean.

Yes. Each plate is an HTTP call with a JSON answer, so checking a fleet is a scheduled sweep on your side with the same key; slow queries return a status_url or call your webhook. The plate identifies the vehicle, but the RUNT record names the owner and the creditor: Ley 1581 de 2012 in Colombia and Ley 29733 in Peru require a legitimate purpose.
