One record per taxpayer, one record per plate

In Peru, Croma's coverage revolves around two identifiers. The 11-digit RUC opens the SUNAT record: legal name, taxpayer type, status (activo, suspensión temporal or baja), address condition (habido, no hallado or no habido), tax address, CIIU activities and authorized receipts; if you only have a DNI or a name, SUNAT returns the associated RUC. The plate opens the current SOAT at APESEG, the last five years of claims at the SBS, SUTRAN's national violations record, Callao's traffic tickets and the debt and capture orders of SAT Lima. The carné de extranjería is verified against the registry of the Ministerio de Relaciones Exteriores.

The third block is institutional: OECE procurement processes in OCDS format, with one OCID per process; the rulings of the Tribunal Constitucional; and the resolutions of the Tribunal del Servicio Civil, which decides public servants' appeals as the last administrative instance. That is 16 endpoints from 10 sources. Lookups by RUC, document and plate have a free tool; the OECE and the two tribunals are queried by API and answer from the dataset Croma keeps current with the whole source.

What you query with

  • RUC

    The 11 digits of the Registro Único de Contribuyentes. They open the SUNAT record with status and address condition, and a company's debt with SAT Lima.

  • DNI or document

    The DNI, the carné de extranjería or the passport return the associated RUC at SUNAT, if one exists. The carné number is verified against the RREE registry: names, nationality, immigration status and validity. Always with a legitimate purpose.

  • Plate

    The vehicle's registration. Returns the SOAT (APESEG and SBS), SUTRAN violations, Callao traffic tickets and the debt and capture orders of SAT Lima.

  • OCID

    The open contracting identifier of the OCDS standard. Opens the record of an OECE procurement process with the stages, parties and amounts the standard publishes.

Ley 29733 and public data

The RUC record, the SOAT, a plate's violations and traffic tickets, procurement processes and rulings are records their sources publish for consultation. When the data identifies an individual, such as the RUC of a sole proprietor, a DNI or a carné de extranjería, Ley 29733 de Protección de Datos Personales requires a legitimate purpose proportional to the processing. Croma runs the query against the official source and returns the record to you; the purpose and the legal basis are yours. They are two separate fields of the SUNAT record. The taxpayer status says whether the RUC is active (activo), temporarily suspended (suspensión temporal) or deregistered (baja). The address condition says whether SUNAT can locate it: habido, no hallado or no habido. An active supplier that is no habido is a signal before accepting an invoice or disbursing; the answer carries both fields with the registration date and the CIIU activities.

Because each answers a different question. APESEG records the certificate the insurers issued: validity, company, coverage dates, policy number and the insured vehicle. The SBS, as the regulator, consolidates the claims history: how many accidents that plate's SOAT covered in the last five years and every policy on record, with its periodic cutoff. To confirm coverage today you use APESEG; to price risk, the SBS.

Not necessarily. Each province keeps its own registry: Callao's traffic tickets are managed by the Municipalidad Provincial del Callao and those of the province of Lima are collected by SAT Lima, which can also issue a vehicle capture order for debt or tickets. SUTRAN, by contrast, is national, although its record does not include violations that have already gone to coercive collection. It is worth querying all three sources.

The endpoint answers found: false, which is a definitive answer from the source and not an error: a DNI with no registered RUC, a plate with no pending tickets, a carné that matches no number. A carné with no match returns no approximations. If the official source does not respond, the error is explicit and different, and the status page publishes the incident.
