The claims record and the policy trail

The lookup returns the three reports compiled by SBS (Superintendencia de Banca, Seguros y AFP), Peru's insurance regulator, from what insurers report to it: SOAT, CAT (the certificate AFOCATs issue to public transport vehicles in the provinces) and private vehicle insurance (Seguro Vehicular). For each one it brings the plate's claims record, meaning how many accidents it covered in the last five years, and every policy or certificate on file with its insurer or AFOCAT, the vehicle's class and use, the policy and certificate numbers, the coverage window, the status (VIGENTE, VENCIDA or ANULADA), the accidents on that particular policy, the date and reason of an annulment (for example, non-payment) and the date of a correction. For SOAT and CAT it also shows what they cover and up to how much, in UIT. Each report states the month its data runs through, because the consolidated figures have a periodic cutoff. This is the risk read on a plate: buying used, pricing cover, or working out why a plate has collected so many annulled policies. To confirm today's valid SOAT certificate and the vehicle named on it, APESEG reports that side.

Common questions

That the vehicle's SOAT covered one or more claims in the last five years. The report counts covered accidents, not fault: it does not say who was responsible or how much was paid. And a zero does not prove the vehicle never crashed, only that SOAT was not claimed on.

CAT (Certificado contra Accidentes de Tránsito) replaces SOAT for public transport vehicles in some provinces, such as mototaxis and minibuses, and is issued by AFOCATs, regional funds; SBS has CAT data from 2022. Vehicle insurance (Seguro Vehicular) is the private cover an owner buys on top of the mandatory one. The lookup brings all three reports at once, and each says on its own whether the plate has a record.

The report states its own cutoff month, for example JUNIO 2026, because SBS consolidates what insurers report to it on a periodic basis. A policy issued in the last few days may not appear yet. For today's picture, the APESEG lookup goes to the valid certificate.

It is common and rarely a red flag. An annulled policy is usually a reissue, a switch of insurer before cover started, or a record corrected afterwards. Each row's note carries the annulment or correction date. What matters for risk is the accident count.
