State procurement is already public; the hard part is reading it at scale

In Colombia, SECOP II is the transactional public purchasing platform run by Colombia Compra Eficiente, and SECOP I holds what entities published before migrating. Between the two are the processes with their modality and official budget, the contracts with their value, additions and guarantees, the fines and sanctions entities report against a contractor, the annual procurement plans and the bidders of each process. The ANCP-CCE's Relatoría adds the legal opinions (conceptos) with which the agency answers questions on the Estatuto General de Contratación (Ley 80 de 1993 and Ley 1150 de 2007). In Peru, the OECE (formerly OSCE) publishes its processes in Contrataciones Abiertas under the OCDS standard, with one OCID per process.

Croma puts those sources behind a single API contract. Lookups by identifier (a process code, a contract id) query the official source at the moment of the request. Searches by text, entity, date or value over processes, contracts, awards, modifications, bidders, suppliers, plans and sanctions answer from the dataset Croma keeps current with the whole source. Every answer names the registry that produced it.

How it works

From the question to the JSON in three steps

    Send the NIT, the code or the OCID

    A NIT or a cédula for a supplier or an entity; a SECOP II process code or contract id to open its record; the OCID of an OECE process. Without a number, search by text, entity, date or value.

  2. 02

    Receive the record from the registry

    Contracting entity with its NIT, modality, object, UNSPSC code, official budget, phase and status of the procedure. For a contract: value, signing date, contractor and legal representative, additions, guarantees, delivery plan and the amounts paid, invoiced and remaining to execute.

  3. 03

    Cross contracts with sanctions

    The same key returns the fines and sanctions recorded against that contractor, with the sanctioning entity, the resolution number, the amount and the date it became final. A final sanction on an active contract changes an award or a disbursement.

Both. Searches over processes, contracts, awards and sanctions answer from the dataset Croma keeps current with the whole source, which brings together what was published in SECOP I and SECOP II. Lookups by process code or contract id open the SECOP II record, the transactional platform, at the moment of the request. The table on this page marks each endpoint's mode.

The NIT if it is a company or the cédula if it is an individual, without the check digit. It returns their contracts entity by entity, from most recent to oldest, and separately the fines and sanctions recorded against them. For a public entity you use its NIT and, if you want, a date range. A process opens by its code and a contract by its id.

That a public entity reported a fine or a sanction on one of its contracts. The answer carries the sanctioning entity, the resolution number, the affected contract, the amount, the publication date and the date it became final. It is a direct adverse signal in a counterparty review. Whether it results in a disqualification from contracting is defined by law; Croma delivers the data with its finality so your legal team can assess it.

Lookups by identifier query the official source at the moment of the request: if the contract received an addition yesterday, it shows in the record today. Searches over processes, contracts, awards and plans answer from the dataset Croma keeps current with the whole source, as do the OECE processes in Peru. The table shows each endpoint's mode.

It is the identifier the OCDS open contracting standard assigns to every process, and it is what the OECE endpoint asks for to return the full record of one. If you do not have it, the process search returns every result with its OCID; with that value you open the detail. The same identifier lets you cross the process with other OCDS publications.

Public procurement answers what a company has signed with the state and whether it was sanctioned as a contractor. Business verification confirms who it is (RUES, Supersociedades and SICAAC by NIT) and screening reviews fiscal and disciplinary records and debtor lists. All three run on the same key and usually execute together in a supplier review.
