State contracting is already public; what is missing is being able to ask it questions

SECOP II records every process an entity publishes, with its procurement method, official budget, bidders, award and the signed contracts, with their additions, guarantees and payments. Before awarding you have to review the bidder: the Procuraduría's SIRI, which holds disciplinary, criminal, contractual, fiscal and loss-of-office entries; the Contraloría's Boletín de Responsables Fiscales, created by Ley 610 de 2000; the Contaduría's Boletín de Deudores Morosos del Estado, which bars contracting with the State until the debt is paid. A legal question about a procurement method is resolved with the opinions of the ANCP-CCE Relatoría. And the rules that enable all of it change in the Diario Oficial and in Función Pública's Gestor Normativo.

Croma queries each registry with the identifier the file already has (the entity's NIT, the bidder's cédula or NIT, the process code, the OCID in Peru) and returns JSON with the same shape and the source that produced it. An oversight report or a news story is worth what its sources are worth, and here every answer names the official registry that produced it. When there is no record, the API answers found: false, a definitive answer that can also be cited. Fields are documented in the OpenAPI, the deprecation policy is 90 days with Deprecation and Sunset headers, and the status page publishes incidents, so the same query can be repeated months later and compared. Lookups on individuals, a bidder, a public servant, require a legitimate purpose under Ley 1581 de 2012; the purpose belongs to whoever queries, and in the free tools neither the cédula nor the result is stored in a URL.

    Every answer names the official registry that produced it. Nothing comes from purchased databases or third-party summaries.

  • Results that are never indexed

    In the free tools the query and the result live in your browser, never in a URL. In the API: encryption in transit, access control and audit logging.
