The certificate the Procuraduría General de la Nación issues is called a disciplinary records certificate, but SIRI (Sistema de Información de Registro de Sanciones e Inhabilidades) holds five kinds of entry: disciplinary, criminal, contractual, fiscal and pérdida de investidura. That is why public bodies ask for it before appointing or contracting anyone. The lookup returns the name on file for the document, whether there are records, each section exactly as the source publishes it with its category and SIRI number, and the date and time of the lookup. It takes a cédula and also a NIT, because SIRI covers both individuals and legal entities.

Common questions

01Are Procuraduría records only disciplinary?
No, and this is the most common confusion. The certificate is named after disciplinary records, but SIRI holds five kinds of entry: disciplinary, criminal, contractual, fiscal and pérdida de investidura. Watch the two that overlap with other bodies: the criminal entries here do not replace the Policía Nacional's criminal record check, and the fiscal ones do not replace the Contraloría's register of fiscally liable persons, because each body feeds its own register.
02What does it mean when a person has no records?
That at the time of the lookup SIRI holds no entries tied to that document. It does not certify that no proceeding ever existed: an open investigation is not yet a sanction, and only what was recorded as a sanction or a disqualification enters SIRI. If the result says the document is not registered, there is no file in the system for that number, which is different from being clear.
03Is this the official certificate? Does it replace the Procuraduría's?
No. Each lookup goes to the source at that moment and returns the content structured, with its date and time, but it is not the numbered certificate the Procuraduría issues in the holder's name and that public bodies verify. For an appointment, a state contract or any formal procedure you need that certificate.
04Can it be used to screen an employee or a contractor?
It is useful for checking quickly and for screening large lists before asking for documents, especially where public money is involved and a disqualification kills the process. The formal decision rests on the certificate the Procuraduría issues, and handling the data you look up falls under Colombia's habeas data law (Ley 1581 de 2012).
